Whenever I use utl_file.fileopen() or fileclose() functions in PL/SQL to write a procedure, I always get a error when I run it:
" PL/SQL: unhandled user-defined exception at "SYS.UTL_FILE", line 98 "
what does that mean? Why I can not use the utl_file functions? Thanks,

there are set of utl_file package specific exception in that package. write debug statements for all exceptions in exception handling part and you will come to know what exception is raised.
